It increases your ranged attack power by: Rank 1: 15% of your total Intellect Rank 2: 30% of your total Intellect Rank 3: 40% of your total Intellect So, I still agree that agility is better than intellect for a hunter, but a level 70 hunter should have 150-200 intellect, or more.
