Where Can I Go To Level? Horde 20s
One of the most common questions asked in WoW is some variation of “I’m level xx… where else can I go to quest?” Having leveled numerous characters through Azeroth, I know it’s definitely frustrating to be stuck at level 28 or 29, so close to being able to go to the next tier of zones, and not knowing where you can go to keep questing.
To help you in your travels, I’m going to provide you with a comprehensive guide to each and every zone in Azeroth, so you can always know where else you can safely go.
Since you can usually hit level 20 fairly easily in your first two zones, I’m going to pick things up at that point. The 20s are when you have to start going to multiple zones to quest, and that’s usually when people start to get lost.
So, without further ado, I give you my “Where Can I Go To Level?” guide.
Edit: In looking back through these first three parts, I’ve decided to add one more thing to my summary of each zone: the ACSZR (Adrenis’ Completely Subjective Zone Rating). The ACSZR is based on my leveling experience in that zone, how much I enjoy it, the availability of quests, and whether or not I recommend that you go there to level. I’m also going to look at the zone from the perspective of the faction that I’m writing for, so the zone may have a different rating for Horde and Alliance. The ratings are:
1 - Stay Away From This Zone At All Costs
2 - Go There Only If You Must
3 - It’s OK But Not Great
4 - Solidly Good Zone
5 - Definitely Go Here, You’ll Love It!

Horde 20 to 30
Barrens - The Barrens can be accessed from Durotar on the east or Mulgore on the west.
Quest Hubs - Crossroads, Camp Taurajo, and Ratchet
Flight Points - Crossroads, Camp Taurajo, and Ratchet
Quest Levels - 10 to 25.
ACSZR - 3. Although I’ve enjoyed leveling in the Barrens, there just aren’t enough 20+ quests here to get higher than a 3. However, as a bonus, chat in the Barrens is always full of lively and mature intellectual discussions.

Ashenvale - For the Horde, access to Ashenvale is easiest from the Barrens.
Flight Points - Splintertree Post and Zoram’gar Outpost, a small camp on the Zoram Strand.
Quest Hubs - Splintertree Post and Zoram’gar Outpost
Quest Levels - 20 to 30
ACSZR - 4. I <3 Ashenvale. Although it favors the Alliance a bit, there are still a good number of quests for Hordies. You can come here at any point in your 20s and find several quests to complete. If there were just a few more Horde quests here, this zone would get a 5.

Hillsbrad Foothills - For Horde, Hillsbrad is easily accessed from the Undercity. Head south from UC through Silverpine Forest and then east into Hillsbrad.

Quest Hubs - Tarren Mill
Quest Levels - 20 to 30.
ACSZR - 5. This is definitely one of my favorite 20s Horde zones. Tons of quests to do, and an enjoyable zone all around.

Thousand Needles - This zone can be accessed from the Barrens to the north. Head to the Great Lift and ride it down.
Quest Hubs - Freewind Post and the Shimmering Flats racetrack.
Flight Points - Freewind Post. There’s no flight point at the racetrack, but you can head south over the mountains, into Tanaris, and grab the one at Gadgetzan. Just stick to the road and you should be fine.
Quest Levels - 25 to 35. I usually head to Thousand Needles in my high 20s and use the area to get me up to 30. I don’t often come back after 30, but there are quests here for those levels, so keep it in mind as an option.
ACSZR - From 25 to 30, this zone gets a 3. From 30 to 35, it gets a 2. I usually come here if I need a bit more help to get to 30, but I rarely come back after that.

Stonetalon Mountains - Stonetalon Mountains can be accessed from Ashenvale to the north, or from the Barrens to the east.
Quest Hubs - Sun Rock Retreat
Flight Points - Sun Rock Retreat
Quest Levels - 20 to 30. Stonetalon is chock full of lower 20’s quests. Definitely remember to come here around 20 to 22, and then you can come back around 27 or 28 and find more quests to do.
ACSZR - 3. This is a solid zone for your lower 20s, but the quests run out a little too quickly to give it a 4.
