Where Can I Go To Level? 40s
One of the most common questions asked in WoW is some variation of “I’m level xx… where else can I go to quest?” Having leveled numerous characters through Azeroth, I know it’s definitely frustrating to be stuck at level 28 or 29, so close to being able to go to the next tier of zones, and not knowing where you can go to keep questing.
To help you in your travels, I’m going to provide you with a comprehensive guide to each and every zone in Azeroth, so you can always know where else you can safely go.
The ACSZR (Adrenis’ Completely Subjective Zone Rating) is based on my leveling experience in each zone, how much I enjoy it, the availability of quests, and whether or not I recommend that you go there to level. When I rate the zone, I’m going to look at it from the perspective of the faction that I’m writing for, so the zone may have a different rating for Horde and Alliance. The ratings are:
1 - Stay Away From This Zone At All Costs
2 - Go There Only If You Must
3 - It’s OK But Not Great
4 - Solidly Good Zone
5 - Definitely Go Here, You’ll Love It!

One of the things that you’ll notice in your 30s is that the leveling zones for Horde and Alliance start to converge. By the time you hit your 40s, they have pretty much become the same. There are always faction-specific quests to do, so each side still has their own unique experience with each zone, but for the most part, both sides will be heading to the same zones. Accordingly, I’m going to converge my Guide to include both Horde and Alliance versions of each zone.
40 to 50 for both factions
First off, the Badlands and Swamp of Sorrows are both listed as being 35 to 45 zones. I have never needed to go to either one after level 40 (except to run Uldaman), so I’m not going to discuss them at length here. If you want to know more about either one, I covered them both in the 30 to 40 Guide (Alliance, Horde).

Stranglethorn Vale - I hope that you’ve already found your way into STV by now, but if you haven’t, Alliance get there via Darkwood, and Horde get there via boat from Ratchet or zeppelin from the Undercity. There’s less running in STV once you start on the 40 to 45 quests - most of them are completed in the area right around Booty Bay.

ACSZR - 4 for both factions. I <3 STV and it's a great zone to go from 40 to 45.

Tanaris - Tanaris is a bit out of the way, but you’ll definitely want to come here to run Zul’Farrak. Access is easiest from Thousand Needles to the north. If you feel like a dip, you can also swim down from Dustwallow Marsh.

Quest Levels - 40 to 50
ACSZR - 3.5 Tanaris is officially listed as a 40 to 50 zone, but there are surprisingly few quests to do in the low 40s. I don’t recommend coming here till at least 43 (and 44 or 45 would probably be better). You can’t run ZF til 43/44 anyways. Overall, Tanaris is an enjoyable zone, but a bit lacking in the quest department.

ACSZR - Alliance 4, Horde 5. I’ve never quested here much on my Alliance characters, but there are a good number of quests available to do for both sides. Plus, Feralas is just so incredibly beautiful, you definitely need to come here at least once.
Special Note - Alliance coming to Feralas definitely need to do the quest line to get the Sprite Darter pet. Check out this excellent guide by Dianius.

The Hinterlands - The easiest way to get to the Hinterlands is to head north east from the Hillsbrad Foothills and follow the path through the mountains.
On the other hand, you can swim to the Hinterlands from the south as well. Start by jumping into the river that separates the Wetlands and Arathi Highlands and head east. Then follow the shore as it curves north and you’ll come to the Hinterlands, conveniently close to the Horde base. Make sure not to miss the random Dwarven farm on the way too.

ACSZR - 4 Don’t bother coming to The Hinterlands before level 47. Coming here early is an exercise in frustration, which can be misleading - there really are a good number of quests to do here in your upper 40s.

Searing Gorge - Access to Searing Gorge is easiest from the Badlands to the east. There’s a path (on the far west side of the Badlands) that will take you through the mountains and into Searing Gorge.

Quest Levels - 45 to 50.
ACSZR - 3. As with The Hinterlands, don’t come to Searing Gorge before 47 (in fact, 48 is probably better). There aren’t a ton of quests to do here, but it is a great spot to get over the 48-49 hump.

ACSZR - 2 There’s really not much going on in Azshara at all, which is a shame because it really is a beautiful zone. Several classes have quests at level 50 that take them here, but otherwise you’ll probably never need to come here.
EDIT: I just recently found out that Mages can learn a new Polymorph spell in Azshara. This one turns your enemies into a pig instead of a sheep! The quest is called Warlord Krellian and starts from Archmage Xylem. That’s definitely worth making a trip to Azshara for.
